استكمالاً للأجزاء السابقة، ولكي نضع النقاط على الحروف، لابد من فتح صفحة من صفحات المخالفات التي ارتكبتها زوارق الدورية الكويتية في مسطحاتنا المائية، ولنبدأ من عام 2005، ففي شهر آذار من ذلك العام إعتدت الزوارق الكويتية على مساكين يعملون في البحر بحثاً عن رزقهم الحلال في الخور الذي اعتادوا الصيد فيه منذ عشرات السنين، وفي تموز من ذلك العام اعترض الكويتيون خط سير ثلاث سفن تجارية كانت تشق طريقها نحو ميناء أم قصر، وطالبوها بإنزال العلم العراقي، وفي شهر آب من ذلك العام تسللت الزوارق العسكرية الكويتية إلى مياهنا الإقليمية، ومارست إعتداءات متكررة ضد زوارق صيد عراقية كانت تعمل ضمن حدود مياهنا. وهذه الوقائع والمخالفات مسجلة وموثقة في الخارطة المرفقة. .
نحن لا نتهم أحد بالتنازل عن أي قطرة من مياه العراق (لا سمح الله)، ولا نريد إلقاء اللوم على جهة بعينها، لكننا نبدي اسفنا وتذمرنا من سياسات تهميش الخبراء والاستغناء عنهم، تارة بذريعة إحالتهم إلى التقاعد، وتارة بسبب التقلبات الإدارية المزاجية، وتارة بدوافع الحسد والكراهية. .
فالرجل الذي كان يقود لواء المساحة العسكرية حتى وقت قريب، تمت إحالته إلى التقاعد، ثم وجد نفسه مشمولا بقانون الاجتثاث بعد عمر طويل أمضاه في العمل الوطني الدؤوب. وخبراء وزارة النقل الذين كانوا موضع ثقتنا في اختصاصاتهم النادرة، أصبحوا وراء الأفق، ثم تمت إزاحتهم بزوابع قانون التقاعد القسري. .
نذكر (من نافلة القول) ان الدكتور جعفر المؤمن الذي كان يتحرك بخطوات مدروسة، ومعززة بخبرات مستشارين لهم باع طويل في هذا المعترك، وكانوا يتفاعلون معه بروح وطنية يحدوها الأمل، ويعتصرها الألم، لما آلت إليه أحوال واقعنا المتردي، لكن هذا الرجل وجد نفسه من حيث لا يدري خارج تشكيلة المنتخب المكلف بالتفاوض في الجلسات اللاحقة، (لا نتهم أحد)، ثم أختفى أثر الخبير الدكتور محمد الحاج حمود لمجرد بلوغه السن القانونية، وهكذا ضاع الخيط والعصفور، وجرت الرياح بما لا تشتهي السفن، وذلك على الرغم من كل التعقيدات المتشابكة، والمطبات الدبلوماسية الوعرة، والتداعيات التاريخية والسياسية والاقتصادية والجغرافية المتلاحقة، التي أثقلت كاهل الشعب العراقي، وحرمته من أبسط حقوقه السيادية في حوض الخليج العربي. .
وفوق هذا كله، أننا كلما حاولنا لملمة الموضوع للخروج بأقل الخسائر، التي لحقت بنا على أثر القرار التعسفي الجائر رقم 833 الذي أصدره مجلس الأمن الدولي ضد العراق عام 1993، والذي منح الكويت حقوقا برية وبحرية ونفطية لم تكن تحلم بها بالمرة. وكلما استجمعنا قوتنا للذود عن حقوقنا الضائعة، يخرج علينا المتكسبون وأصحاب الضمائر المعطوبة بحزمة من الاتهامات الباطلة، والأفكار المستهلكة، وهناك من يصدقهم ويصفق لهم ويدعمهم، في الوقت الذي لا نرى فيه أي إهتمام من المؤسسات التنفيذية ذات العلاقة. .
وسوف نستكمل حديثنا عن هذا الموضوع في الاجزاء اللاحقة إن شاء الله. . .
