حرب الشوارع : الخطر الداهم الذي ظل يهدد المواطنين في عموم البلاد العربية من شرقها الى غربها، وحتى لا نتوغل كثيراً في متاهات حروب الاحزاب والعصابات والميليشيات العربية، دعونا نحصر موضوعنا في الشأن العراقي، الذي تتوزع فيه حرب الشوارع على فئتين. .
فئة تمثلها المواجهات العشائرية المسلحة بالعتاد الخفيف والمتوسط داخل التجمعات السكانية، مثال على ذلك نذكر: ان سكان شمال البصرة قضوا ليلة سوداء قبل بضعة أشهر، بسبب عراك بالسكاكين بين اثنين من المستهترين، ثم تحول في غضون سويعات إلى قتال شرس بين قبيلتين، فأدخل الرعب والخوف إلى قلوب المواطنين، حتى تدخلت قوات عمليات البصرة لفض النزاع واعتقلت بعض المتورطين. .
وفئة ثانية تمثلها الكيانات السياسية المسلحة بالعتاد الخفيف والمتوسط والثقيل، والتي لديها الرغبة أكثر من أي وقت مضى لخوض القتال الشرس عبر شوارعنا وأبنيتنا، ونخشى ان يتكرر لدينا سيناريو الحرب الليبية، أو سيناريو الحرب اللبنانية، أو السورية أو اليمنية أو الصومالية، فقد شهدت ليبيا منذ سنوات حرباً استنزافية بين القوى السياسية المتنافسة، ظلت تتجدد وتتسع رقعتها الدموية حتى يومنا هذا، في قتال مميت ترك وراءه عشرات الآلاف من النازحين والمشردين بلا مأوى. .
ويقدر عدد ضحايا الحرب الأهلية اللبنانية التي قادتها الأحزاب بنحو 150 ألف قتيل، و 300 ألف جريح ومعاق، و 17 ألف مفقود، فضلا عن هجرة أكثر من مليون مواطن، وخسائر مادية لا تُعد ولا تحصى. .
أما في العراق فهنالك إجماع شعبي، على عدم الرغبة في تكرار سيناريوهات الحروب الأهلية المهلكة، ثم ان الشعب غير مستعد للانجرار وراء النزوات الانقلابية، ولا يرغب بإضافة معاناة جديدة لمعاناته الموروثة، وباختصار ودون الدخول في تفاصيل الأحداث والتواريخ والتوقعات، فما حدث في لبنان وفي سوريا وفي ليبيا والصومال لن يحدث أبدا في العراق حتى لو اجتمعت الظروف والعوامل، فالشعب العراقي أنضج من أن يكون ضحية لنزوات الآخرين. وانضج من ان ينساق وراء أهواءهم. فالشعب المتمسك بوطنيته لا يُلدغ من جحرٍ مرتين. . . .
