ترأس رئيس مجلس الوزراء مصطفى الكاظمي، اليوم الثلاثاء، الجلسة الاعتيادية الأربعين لمجلس الوزراء، جرى خلالها مناقشة مستجدات الأحداث في البلاد، وبحث الموضوعات المدرجة على جدول الأعمال، وإصدار القرارات والتوصيات بشأنها.
وذكر بيان لمكتب الكاظمي ، انه في بداية الجلسة استعرض رئيس مجلس الوزراء الاوضاع العامة في البلد ، واخر المستجدات السياسية والامنية والاقتصادية.
وأشاد الكاظمي بحسب البيان، بالعملية الأمنية النوعية التي نفذها الأبطال في جهاز المخابرات، وأدت إلى إلقاء القبض على الإرهابي (أبو عبيدة بغداد)، العقل المدبر لعدد من العمليات الإرهابية التي استهدفت الأبرياء والممتلكات العامة والخاصة، وأكد السيد الكاظمي مواصلة الجهود الأمنية والاستخبارية لملاحقة جميع الإرهابيين والمجرمين، وكل من تورط بالدم العراقي.
وفي سياق الجلسة، جرى استعراض التقرير الوبائي لجائحة كورونا، ومستجدات عمل لجنة تعزيز الإجراءات الحكومية في مجالات الوقاية، والسيطرة الصحية التوعوية؛ للحد من انتشار الفيروس، وأهم الإجراءات المتخذة من قبل وزارة الصحة لمواجهة الجائحة، وتأمين العلاجات والمستلزمات المطلوبة، فضلاً عن توفير اللقاحات عبر منافذ التلقيح وبانسيابية عالية.
وبعد مناقشة الموضوعات المدرجة على جدول الأعمال، أصدر مجلس الوزراء القرارات الآتية:
أولاً/
– تخصيص وزارة المالية (3000000000) دينار، فقط ثلاثة مليارات دينار، إلى مديريات الماء في المحافظات من احتياطي الطوارئ للسنة المالية/2021؛ لتأمين مادة الكلور بحسب ما جاء بالجداول المرفقة ربط كتاب الهيئة العامة للتنسيق بين المحافظات المرقم بالعدد (ت/ 1204)، المؤرخ في (1 أيلول 2021)، استناداً إلى أحكام المادة (5) من قانون الموازنة العامة الاتحادية للسنة المالية/2021.
– تخويل وزير المالية صلاحية إجراء المناقلة بين اعتمادات الموازنة العامة الاتحادية لتأمين مبلغ (1000000000) دينار، فقط مليار دينار إلى مديريات الماء في المحافظات، استناداً إلى أحكام المادة (4) من قانون الموازنة العامة الاتحادية للسنة المالية/2021.
ثانياً/ إقرار توصيات اللجنة العليا لبناء المدارس بشأن تعديل قرار مجلس الوزراء (326 لسنة 2019)، بحسب الآتي:
1. تعديل الفقرة (3) من القرار المذكور آنفاً لتصبح: (يكون الإشراف والارتباط للإدارة التنفيذية بالأمانة العامة لمجلس الوزراء).
2. تعديل الفقرة (5/ثانياً/أ)، باستبدال عبارة: (الجهة المستفيدة)، بعبارة: (الجهة المتعاقدة).
3. إحالة تنفيذ المدارس إلى الشركات الصينية (Power China)، و(Sinotes)، استناداً إلى توصية اللجنة المركزية للمراجعة والمصادقة على الإحالة، ومنحها سلفة تشغيلية لا تزيد عن (10%) لقاء خطاب ضمان من مصرف معتمد.
ثالثاً/ الموافقة على ما يأتي:
1. تخويل وزير الخارجية صلاحية التوقيع على مشروع إعفاء حاملي جوازات السفر الدبلوماسية والخدمة من سمة الدخول، بين حكومة جمهورية العراق وحكومة جمهورية قبرص بصيغتها المعدلة من مجلس الدولة استناداً إلى أحكام المادة (80/سادساً) من الدستور.
2. قيام وزارة الخارجية بإعداد وثيقة التخويل اللازمة باسم حكومة جمهورية العراق لوزير الخارجية، ووفقاً للسياقات المعتمدة ورفعها إلى الأمانة العامة لمجلس الوزراء، من أجل استحصال توقيع السيد رئيس مجلس الوزراء.
رابعاً/
1. تخويل وزير الخارجية صلاحية التوقيع على مشروع إعفاء حاملي جوازات السفر الدبلوماسية والخدمة من سمة الدخول، بين حكومة جمهورية العراق وحكومة جمهورية كوريا الجنوبية بصيغتها المعدلة من مجلس الدولة، استناداً إلى أحكام المادة (80/سادساً) من الدستور.
2. قيام وزارة الخارجية بإعداد وثيقة التخويل اللازمة باسم حكومة جمهورية العراق للسيد وزير الخارجية، ووفقاً للسياقات المعتمدة ورفعها إلى الأمانة العامة لمجلس الوزراء؛ من أجل استحصال توقيع رئيس مجلس الوزراء.
