لن تقوم لنا قائمة بعد الآن في ظل التعقيدات التي تبنتها دوائر الدولة في التعامل السيء مع القطاع الصناعي الخاص، فهذا القطاع يمر بأحلك ظروفه بسبب سوء التعامل وبسبب الضغوطات المتوالية والمعالجات الخاطئة.
لا شك ان الدولة العراقية تدرك تماماً ان هذا القطاع يمثل القوة الوطنية الساندة لاقتصادنا واستقرارنا، وبه تتحقق التنمية وتعظيم الموارد، ومنه تنبثق القيمة الحقيقية لاقتصادنا، وهو الدعامة الأساسية لحركة الاصلاح والنهوض والتقدم، وله أدوار ايجابية ومُؤثّرة في مستقبلنا، وبتطوره يتحسن المستوى المعيشيّ للمواطنين. ومع ذلك لا نلمس اي حماس لدى وزارة النفط في توزيع الوقود على المعامل بأسعار مقبولة، وجنحت دائرة عقارات الدولة نحو ابتكار المزيد من المنغصات، وأصبحت التجمعات الصناعية في قبضة المفارز العسكرية التي احكمت قبضها على مداخل التجمعات ومخارجها، وبات من الصعب الحصول على العلامة التجارية، او الحصول على الموافقات البيئية، وظل استيراد المواد الصناعية الاولية مرهونا بالرسوم الكمركية المتصاعدة، واختفت تقريبا إجراءات حماية المنتج الوطني، وصارت منافذنا مفتوحة لتدفق المنتجات الأردنية التي أغرقت السوق بالسلع المعفاة من الرسوم. .
وعلى الطرف الآخر أولت البلدان المجاورة اهتماما كبيرا بقطاعها الصناعي، وسارعت لتطويره، باعتباره رافداً أساسياً من روافدها التنموية، وبه يتحقق الاكتفاء الذاتي، ويسهم في تطوير كثير من القطاعات الأخرى عن طريق منتجاته لتلك القطاعات مثل: الزراعة، والتجارة، والنقل، والتعليم، والسياحة وغيرها.
اما السبب الرئيس لاهتمامنا بالقاع الصناعي الخاص فلأنه يوفر الكثير من فرص العمل للعاطلين، مما يؤدى إلى حل مشكلات البطالة والفقر ورفع مستوى المعيشة للمواطنين. .
إن دعم القطاع الصناعي الخاص والعمل على تطويره والارتقاء بمستواه يجب أن يكون من أهدافنا الأساسية. .
من هنا نرى ان هذا القطاع يستحوذ على اهتمامات معظم دول الجوار ، باعتباره أحد ركائز الازدهار والتنمية المستدامة، وبتطويره تتقدم الدول، وتسهم في تنمية البلاد، فعندما ترتفع نسبة إسهام القطاع الصناعي الخاص في الناتج المحلي الإجمالي تزداد الصادرات ويقل عندئذٍ الاعتماد على الاستيراد من دولة الجوار، ويسهم في رفع مستوى الإنتاجية، وذلك لأنه من أكثر القطاعات قدرة على تطبيق استخدام التقنية والتكنولوجيا الحديثة. وهذا يسهم في رفع الإنتاجية، وأيضاً يسهم في رفع معدل النمو في الاقتصاد الوطني.
لقد ساهم القطاع الصناعي الخاص منذ الثورة الصناعية الأولى وبشكل كبير في التطور الهائل الذي شهده الاقتصاد العالمي، حيث كانت الصناعة مركز التحول الهيكلي في الاقتصادات، وسببًا مباشرًا في زيادة حجم الإنتاج وفرص العمل وتطور التقنيات، الأمر الذي ساهم في تحقيق زيادة النمو الاقتصادي وثروات الأمم بصورة غير مسبوقة. .
