وقال عضو اللجنة امجد العقابي إن “جباية أموال الكهرباء تصل الى 7 % فقط بسبب توسع المناطق وعدم وجود مقاييس لنصبها، فضلا عن امتناع المواطنين من دفع أجور الكهرباء بشكل منتظم”، لافتا الى ان “وزارة الكهرباء لديها دراسة باستبدال الشبكات الكهربائية الهوائية المتهالكة بشبكة حديثة (اندر كراوند) مع مقاييس جديدة”.
واضاف ان “مقاييس الدفع المسبق يعمل وفق نظام التعبئة كما انه معمول به في عدد من الدول حاليا، وهذا الأمر سيوفر الكثير من الطاقة والأموال “.
وتابع ان “المشروع لن يكلف وزارة الكهرباء اي أموال حيث ان المقاولين سيستحصلون على أموالهم من الجباية”، موضحا ان “المشروع سيتحول الى ملكية الوزارة بعد إكمال أموال المقاولين المستحصلة من الجباية”.
واشار الى انه ” في حال نفذت هذه الشبكات في عموم العراق ستكون الحاجة للطاقة خلال الصيف من ١٣ الى ١٤ الف ميگا واط، وستوفر ٣ الاف ميكا واط”، مبينا ان “هذا الأمر سيحقق عائدات مالية كبيرة لوزارة الكهرباء، فضلا عن تزويد المواطن بالطاقة الكهربائية بشكل منتظم وغير متلكئ”.
وعبر العقابي عن أمله بان تكون هناك جدية من قبل وزارة الكهرباء في متابعة المشروع الذي سيوفر طاقة وأموال جديدة علاوة على الترحيب من قبل المواطنين.
و تقول لجنة النفط والطاقة البرلمانية إن الأموال التي صرفت على وزارة الكهرباء منذ 2005 وحتى الان بلغت أكثر من 62 مليار دولار دون أي تحسن في ساعات التجهيز.
ووجّهت الحكومة بتفعيل مشاريع الكهرباء المتوقفة وتزويد الوقود مجانًا للمولدات الأهلية مقابل تخفيض أسعار الاشتراك وزيادة ساعات التجهيز، مؤكدة أن مليارات الدولارات أنفقت سابقًا كانت تكفي لبناء شبكات كهربائية حديثة.
