يقول الكاتب الأمريكي الساخر مارك توين واصفاً أمريكا :
”لقد منَّ الله علينا بثلاث في هذا البلد : حرية التعبير و حرية التفكير و المقدرة على عدم تطبيق أياً منهما “، وهذا مانلمسه لدينا في العملية السياسية الذي هو جزء من الكوميديا السوداء الموجودة في السياسة الامريكية ،التي ترى بأن نشر الديموقراطية في العالم ينبغي اولاً ان تُطبق في المجتمعات النامية او الدول المتأخرة حسب معيار “راعي البقر “، بينما هي في الواقع استطيع وصفها بأنها تندرج ضمن “سياسة الالهاء” ، لاجل لترويض الشعوب من قبل الحكومات كاحدى الاستراتيجيات العشرة التي كتب عنها المفكر اليهودي الاشكنازي اليساري نعوم تشومسكي.
لا يفصلنا عن جلسة انتخاب رئيس البرلمان الا ساعات قليلة ليكون لدينا اما مطرقة برلمان “حديدية ” تؤسس لبنية نظام برلماني رصين تعيد الهيبة للقرارات والتشريعات الجريئة من باب المقولة العسكرية التي تقول ” الوحدة بأمرها ” او ان يكون لدينا لا سامح الله “معوّل” يذهب”لتفليش” جمجمة النظام السياسي ويُبقي المُشرع في خانة الجمود والمساومات السياسية البعيدة عن اعلاه مصلحة وصوت دولة المؤسسات التي تصنع القرار النابع من العمق العراقي لاغير ، والذي بدأنا نلمس ونرى متغيرات ايحابية في هذه الفترة ، حيث ابتعدت وخفت اضواء التأثيرات الدولية والاقليمية ولو ظاهرياً واعلامياً عن هذا الموضوع ، والدليل لم يذهب الاعلام او اي من السياسيين او صناع القرار لاقحام العامل الخارجي في الحوارات السياسية ، بعد ان كانت سابقاً له تأثير كبير في القرارات المفصلية ، والتي أعتقد بأنها نقطة تحوّل ايجابية لدى فواعل امتصاص الازمات المنضوية تحت لواء الشراكة والتوافق، فانتخاب رئيس البرلمان ينبغي ان يستند الى احدى اهم المعايير والضوابط التي ذهبت اليها المرجعية الدينية التي اختصرتها في مقولة “المُجرَب لا يُجرَبْ “، على اعتبار بأن الجدية في تغيير الواقع هو يستند على الارادة السياسية المؤمنة باعطاء اجازة طويلة للحرس القديم ليكونوا اباء مؤسسين او ادوات حقيقية لاطفاء الحرائق السياسية وقت نشوب الازمات.
