كشفت دائرة التحقيقات في هيئة النزاهة، اليوم الاثنين، عن مُخالفاتٍ في عقدٍ أبرمته وزارة النفط بكلفة (6,000,000,000) ستة مليارات دولار في كربلاء.
وأكد بيان للدائرة، بوجود مُخالفاتٍ في عقد مشروع تنفيذ أذرع التحميل الثقيلة في مصفى كربلاء الذي أبرمته شركة المشاريع النفطيَّة في وزارة النفط في العام 2014 مع ائتلاف شركاتٍ كوريَّةٍ برئاسة شركة (هيونداي)، مُبيّنةً أنَّه لم يتم تشغيل المشروع الذي بلغت كلفته (6,000,000,000) ستة مليارات دولار لغاية الآن”.
وأضاف إن” مكتب تحقيق الهيئة في كربلاء أكَّد عدم إنشاء محطة الكهرباء المصاحبة للمصفى، فضلاً عن توقُّف منظومة الهيدروجين، وتآكل واندثار معدَّات المشروع، ووجود تسرُّبٍ في مبادلةٍ حراريَّةٍ لمادتي النفط والگاز، مشيرةً إلى عدم فرض غراماتٍ تأخيريَّةٍ على الشركات المُنفّذة؛ لعدم إكمال المشروع”.
وتابع البيان، إن” الفريق لاحظ عدم قيام مُديريَّة زراعة كربلاء باتخاذ الإجراءات القانونيَّة بحقِّ شركتي مقاولاتٍ وتجارةٍ عامَّةٍ؛ على خلفيَّة عدم قيامهما باستكمال إجراءات الإجازة الاستثماريَّـة؛ لتنفيذ مشروع زراعة المحاصيل الاستراتيجيَّـة وزراعة المحاصيل الصناعيَّة والغذائيَّة على مساحة (5000) دونمٍ، بالرغم من مرور فترةٍ طويلةٍ على منح الإجازة.
وأشار الى إن” مُديريَّة الزراعة وشعبة زراعة الحسينيَّـة قامتا بمُخالفة ضوابط وتعليمات اللجنة العليا للمياه والتواطؤ مع أصحاب حقّ التصرُّف في عقارٍ، وإعادة فتح واستحداث بحيرات تربية الأسماك على العقار، استناداً إلى إجازةٍ قديمةٍ غير نافذةٍ ممنوحةٍ على عقارٍ آخر.
