كشفت هيئة النزاهة الاتحادية، اليوم الاربعاء، عن صدور عدد من الأحكام بحق مسؤولين اثنين في بلدية الحلة لإلحاقهما الضرر عمداً بالمال العام.
دائرة التحقيقات في الهيئة ذكرت في بيان ، أن “محكمة جنح الحلة المُختصَّة بنظر قضايا النزاهة أصدرت ثلاثة أحكام إدانةٍ بالحبس الشديد لمُدَّة سنتين لكلٍّ منها، بحقِّ المُتَّهم الهارب مدير بلديَّة الحلة الأسبق لقيامه بالتعاقد على مواد وشرائها بأسعارٍ فيها مغالاة ولا تتناسب مع الأسعار السائدة في الأسواق”.
وأضاف البيان، أن “المُدان تعاقد على تجهيز البلديَّة بإطاراتٍ مُتنوِّعة الأحجام والأنواع بقيمة (98,000,000) مليون دينار، وشراء مطبات صناعية وعلاماتٍ مروريَّةٍ بقيمة (99,000,000) مليون دينار، بأسعار تفوق مثيلاتها في الأسواق المحليَّة”.
واوضح أن ” لمدان تسبَّب بهدر مبلغ (120,000,000) مليون دينارٍ من المال العام من خلال اعتماده هامش مُحافظ بابل الأسبق بتخفيض مبلغ تقدير قيمة عقارٍ دون وجود سببٍ قانونيٍّ للتخفيض، فضلاً عن موافقته على عقد (مساطحة) قطعة أرضٍ؛ على الرغم من عدم وجود جدوى اقتصاديَّةٍ من المُساطحة، وعدم تناسب بدل المُساطحة مع البدلات السائدة”.
واشار البيان الى أن “َالمحكمة أصدرت قرار حكم (حضورياً) بإيقاع عقوبة الحبس على رئيس لجنة إملاك مديريَّة بلديَّة الحلة؛ لقيامه بتقدير أجر المثل لعقارٍ بأقل من قيمته الحقيقيَّة، مشيرةً إلى أنَّ المُتَّهم، الذي كان يشغل منصب رئيس لجنة التقدير الأولى في مُديريَّـة البلديَّة، لم يقم بمراعاة الضوابط والتعليمات عند إبرام عقد المُساطحة للعقار، وإنَّ الفرق الحاصل في مبلغ عقد الإيجار السنوي كان مقداره (208,350,000) مليون دينار”.
