هذه العشوائية والاعتباطية شكلت وتشكل ازمة بنيوية في نظامنا السياسي، ولهذا يمكن الإشارة الى ان قاسم الاعرجي يعمل منذ سنوات على بناء هذا العقل الاستراتيجي والتأسيس لمؤسسة حقيقية يمكنها ان تشكل راسماً مهماً ليترجم خطط البلاد، ويضع جدولة علمية لمشاكلها، ويزود صانع القرار الحكومي برؤية متكاملة عن واقع الحال، والضرورات الحاكمة، والآفاق المرتقبة.
