هو خط أنابيب لنقل النفط يبلغ طوله 970 كم.
يصل ما بين مدينة كركوك بالعراق و ميناء جيهان في تركيا ويعتبر أكبر خط تصدير نفط خام في العراق.
ابتدأ تشغيل المرحلة الاولى منه عام 1976.
يتكون خط الأنابيب من أنبوبين الأول بقطر 46 بوصة (1,120 مليمتر) والثاني بقطر 40 بوصة (1,020 مليمتر) وتبلغ السعة التصميمية للخط ما بين 500,000 إلى 1,100,000 برميل. ويحتوي خط الأنابيب على عدة محطات ضخ مزودة بعدة مضخات في كل محطة والمحطات هي كالاتي ع.ت.1 – ع.ت.2 – محطة القياس – PS3- PS4-PS5-MT.
افتـُتـِح الأنبوب الأول في 1976.
و تم افتتاح المرحلة الثانية للخط العراقي التركي عام ١٩٨٧ لتصل الطاقة الى ١,٦ مليون برميل يوميا.
و في عام ٢٠١٤ اصبح التصدير من خلال هذا الانبوب صفرا وحل محلها خط أنشأه الاقليم ممتداً من خرمالة الى فيشخابور ويرتبط بالجزء التركي داخل تركيا خلافا للاتفاقيات المبرمة بين العراق وتركيا.
و كان العراق اثناء الحرب العراقية – الايرانية يصدر النفط من خلال ميناء جيهان التركي على البحر المتوسط.
وقد وقّعت الدولتان اتفاقية خط أنابيب العراق ـ تركيا في عام 1973، مع بعض التحديثات في الأعوام 1976 و1985 و2010. وتنص هذه الاتفاقية على أن الحكومة التركية “يجب أن تمتثل لتعليمات الجانب العراقي فيما يتعلق بحركة النفط الخام العراقي في كافة مراكز التخزين والتصريف و لغاية وصولة الى المحطة النهائية.
و يجب رفع دعوى على تركيا أمام “غرفة التجارة الدولية”.
و يجب ان تُشرف هيئة التحكيم في هذه الغرفة على إصدار حُكمها، و الذي سيكون لصالح العراق و يجبر تركيا تعويض العراق.
و الاكثر من ذلك ان هذا التصرف من قبل تركيا سوف يفقدها المصداقية امام الدول التي تتعاقد مع تركيا لكونها بلد ممر عالمي للتجارة و انابيب الطاقة العالمية.
و حسب تصريح لاحد الخبراء النفطيين انه يجب على تركيا ان تدفع للعراق غرامات مالية ٢٦ مليار $ .
و نقترح من الحكومة العراقية ان تتفاوض مع تركية لاستيفاء هذا المبلغ و اعادة ربط خط انابيب (بصرة – كركوك – جيهان).
و كذلك اقترح قيام تركيا ببناء أنابيب غاز ونفط تربط حقول الجنوب و الوسط وتمدها عبر الاراضي التركية الى البحر الأبيض المتوسط وبهذا تكون الفائدة مشتركة لكل من تركيا و العراق .
و يجب توفير مفاوض عراقي وطني ١٠٠٪ .
و مما جاء اعلاه اطلب من الحكومة العراقية التحرك بقوة و بصورة عاجلة للمطالبة بحقوق العراق المغتصبة.
