وفيما يتعلق بوجود موازنة تكميلية، أوضح صالح أن “إيجاد موازنة تكميلية ليس ضرورة، ولكن تبقى بحسب حاجة الحكومة ومدى قوة الإيرادات، وهل توجد لديها مشاريع مهمة مؤجلة تحتاج إلى موازنة تكميلية”.
