المطلاع كانت هي الحدود العراقية الكويتية طوال التأريخ أي قبل استقلال الكويت وبعد استقلالها سواء خلال العهد الملكي في العراق قبل عام 1958 وايضاً بعدها، وحينما طالب عبد الكريم قاسم بالكويت وتوترت العلاقات بين البلدين صارت ثورة 1963 في شهر شباط وقتل عبد الكريم قاسم وتحسنت العلاقات بين البلدين وجاء عبد السلام عارف واصبح رئيساً للجمهورية واحمد حسن البكر رئيساً للوزراء وتصدقت الحكومة الكويتية بمبلغ 30 مليون دينار كويتي لحكومة احمد حسن البكر قبال تنازل الحكومة العراقية عن مسافة 76 كيلومتر طولاً (أي مئات الكيلومترات المربعة) للكويت على حساب مصلحة الشعب العراقي وخلاف ارادته ودون معرفته حيث (وهب الأمير ما لم يملك)، وانتقلت الحدود من المطلاع الى العبدلي ولم تكن هذه الحدود مثبتة بشكل رسمي على المستوى الدولي ولكنها ثبتت بعد احتلال صدام للكويت وخروجه منها بقرار مجلس الامن 833 ، وبعد انهيار نظام صدام بعد خسارته في الحرب احتلت الكويت مسافة اخرى بعد ان نسفت مباني الحدود العراقية في صفوان فأصبحت اراضي كويتية من دون حق وفضلاً عن ذلك احتلت الكويت اراضي عراقية باتجاه ام قصر ، كل هذه الاراضي التي تم الاستيلاء عليها من الكويت مخالفة للقرار 833 لأن هذا القرار يقر حدود عام 1963 (التي تتضمن الأراضي لمسافة ال 76 كيلومتر التي استولت عليها الكويت برشوة حكومة احمد حسن البكر)، وهنا اود ان الفت النظر الى قرار 833 لا يعترف بالحدود والاراضي التي استولت عليها الكويت سواء باتجاه صفوان او ام قصر في تسعينات القرن الماضي، فلذلك من مصلحتنا ان نتوجه لمحكمة العدل الدولية لترسيم الحدود البرية والبحرية بين البلدين طبقاً للقرار 833، ولكنا في كل الأحوال فقدنا مسافة ال76 كيلومتر بين المطلاع والعبدلي بشكل رسمي .
طبعاً لا يمكن رفع الامر الى المحاكم الدولية إلا باتفاق الطرفين العراق والكويت، وأقول انه من مصلحة البلدين الاتجاه الى محكمة العدل الدولية؛ بالنسبة للعراق حذراً من ضعاف النفوس من المفاوضين خوفاً من الخنوع للكويت (للأسف تعلمت الحكومة الكويتية منذ حكومة احمد حسن البكر انها تستطيع رشوة الفاسدين من السياسيين العراقيين وشراء ذممهم والأراضي العراقية بدراهم معدودة)، وبالنسبة للكويت خوفاً من المستقبل فالكويت هي الدولة الضعيفة امام العراق وليس من مصلحتها ان تبقي قضية الحدود غير محددة بشكل رسمي.
لقد كنت من اكثر المتعاطفين مع الشعب الكويتي حين احتلال صدام للكويت وهكذا كان اغلبية الشعب العراقي، وأني من هذا الموقع بعد حل الأمور العالقة بمشيئة الله، ادعو لبناء علاقات اخوية رصينة بين الشعبين الشقيقين ، إن اغلب العراقيين كانوا رافضين لسياسات صدام الهوجاء في احتلاله الكويت وكانوا يرفضون شراء البضائع المسروقة من الكويت لكونها بضائع مغتصبة من اشقائه الكويتيين؛ كما يجب ان نطوي صفحة الماضي ونفتح صفحة جديدة من اجل مصلحة الشعبين ومستقبل اخوي لمصلحة البلدين لتحقيق التقدم والازدهار لبلدينا ولكافة دول المنطقة ……..
