المقال، الذي حمل عنوان (هل ينجح العراق في معركته ضد الفساد)، أشار إلى أن الطريق نحو تحقيق إصلاحات ذات مغزى سيكون طويلا، كما يتضح من الاغتيال الصادم للخبير الأمني هشام الهاشمي، الذي يُنظر إليه على نطاق واسع على أنه “طلقة تحذيرية للكاظمي”.

وتتابع أن الأحزاب السياسية في العراق استولت على المؤسسات الحكومية بشبكات رعاية معقدة، وشكلت مؤسسات موازية، وأضرت بنظام الوظائف العامة لتحقيق مكاسب شخصية.
