كشف مستشار رئيس الوزراء للشؤون المالية، مظهر محمد صالح عن اكتمال تسديد العراق كافة تعويضات حرب الكويت البالغة 52.4 مليار دولار.
وقال صالح في تصريح صحفي أن “العراق سدد في الايام الثلاثة الماضية كامل تعويضاته الى الكويت البالغة 52.4 مليار دولار منذ عام 1996 الى قبل ثلاثة ايام”. مشيرا الى أن “اخر التعويضات في هذه السنة تم تسديدها، وكانت بواقع 3% من كل برميل نفط عراقي مصدر, مؤكدا عدم وجود تعويضات أخرى يسددها العراق الى أي دولة اخرى”، منوها الى ان “التعويضات التي سددها العراق الى الكويت هي مثبتة في قرارات مجلس الامن الدولي”.
واضاف صالح أن “الايام المقبلة ستشهد غلق هذا الملف تماماً، كما ان هنالك اجراءات دبلوماسية سيقوم بها العراق للخروج من الفصل السابع”، مرجحاً أن “تنهي الأمم المتحدة خلال شهر شباط او اذار المقبلين، هذه الملفات جميعها ليكون العراق في وضع سليم ينتقل فيه من الفصل السابع فصل الحرب والعدوان، الى الفصل السادس الذي هو السلام”.
وينص الفصل السابع من ميثاق الأمم المتحدة على اتخاذ “إجراءات قسرية” في حال كان السلام مهدداً، تتراوح بين العقوبات الاقتصادية واللجوء إلى القوة , ويسمح الفصل السابع بممارسة الضغوط على بلد لإجباره على الالتزام بالأهداف التي حددها مجلس الأمن، قبل أن يتم تطبيق إجراءات قسرية.
وحصلت الكويت في عام 2000 على أكبر دفعة من التعويضات بلغت 14.7 مليار دولار، كتعويض لشركة نفط الكويت عن الأضرار التي ألحقت بنفط الكويت وإنتاجه وبالحقول النفطية.
يشار الى ان قرار مجلس الامن الدولي الذي صدر عام 1991 الزم العراق بدفع كامل التعويضات عن حرب الكويت”، مبيناً أنه “ومنذ عام 1996 عندما تم توقيع مذكرة التفاهم بين الامم المتحدة والعراق وفق برنامج النفط مقابل الغذاء والدواء، بدأ العراق يدفع التعويضات بنسبة 30% من صفقات النفط المصدرة”.
