المدينة الصناعية النفطية للصناعات الكيميائية والبتروكيميائية في كربلاء اهميتها وقيمتها الاقتصادية

اعلن وزير الصناعة من كربلاء يوم امس عن انشاء مدينة كربلاء للصناعات النفطية الكيميائية والبتروكيميائية فبعد ان تمكنا من تشريع قانون المدن الصناعية رقم (2) لعام 2019 كانت كربلاء المقدسة وجهتنا الاولى في تنفيذ اول مدينة صناعية تخصصية لما تحتويه من بيئة مناسبة وفرصة وجود اكبر مصفى كربلاء 140 الف برميل وحديث ومتطور (يورو 5) حيث تقع مدينة كربلاء الصناعية للصناعات الكيميائية والبتروكيمائية في محافظة كربلاء المقدسة مجاور مصفى كربلاء النفطي و بواقع 5300 دونم اي (13,250,000 م2) قسمت الى أربع أقسام وكما مبين ادناه:-
- صناعات بترولية : هي الصناعات المرتبطة بشكل مباشر بالمشتقات النفطية من النفط الخام في مصفى كربلاء والتي يتم استيراد معضمها حالياً من خارج البلد لغرض الاستفادة القصوى من المنتجات بدلا من استيراد ها مما يوفر العمله الصعبه داخل البلد
- صناعات البتروكيماوية: والتي تستخدم المواد المستخرجة من مصفى كربلاء كمواد أولية لإنتاج كافة المواد البتروكيمياوية مثل : الحبيبات البلاستيكية، وصناعة النايلون وصناعة الانابيب البلاستيكية وصناعات اخرى وغيرها من المواد التي يحتاجها البلد والتي يتم إستيرادها من خارج العراق وصرف مبالغ طائلة ، لكن عند إنتاج وتصنيع هذه المواد داخل البلد سوف يؤدي الى توفير مبالغ كثير وتحقيق أرباح عالية.
- صناعات المواد الكيمياوية: والتي تشمل إنتاج المواد الكيمياوية المستخدمة في الصناعة النفطية والتي تستورد وزارة النفط مواد كيمياويه أكثر من ٦٠٠ مليون دولار، و إضافة الى صعوبة جلبها من خارج العراق، لذا فإن توفرها سيسهم في توفير هذه المواد وسهولة توفيرها وتحقيق تلك الأرباح والاحتفاظ بالعملة الصعبة داخل البلد دون الحاجة الى إستيرادها.
- المعدات الهندسية : لإنتاج مثل تلك المواد نحن بحاجة الى توفير معدات هندسية لرفد السوق المحلي اضافة الى انه ستكون هناك حاجة متزايدة لمثل هذه المعدات بعد افتتاح المدينة الصناعية تماثل من ناحية الجودة والكفاءة المعدات المستوردة وتنافسها في السعر إضافة إلى فتح معمل لاعادة نشاط العوامل المساعده ومحاولة إنتاج عوامل مساعدة داخل العراق ليكون اول مصنع لإنتاج العوامل المساعدة في الشرق الأوسط
يتم العمل باذن الله بالتعاون مع هيأة المدن الصناعية التابعة لوزراة الصناعة و المعادن و تناسباً مع الخطة التابعة للوزارة ومحافظة كربلاء المقدسة ، و تم الحصول على موافقة المحافظة و هيئة الاستثمار الوطنية و موافقات كافة الجهات القطاعية الاخرى ومن ضمنها وزارة النفط التي تعتبر خطوة مهمة و اساسية في نجاح مشروع المدينة الصناعية ،
ان الجوهر الاساسي للمدينة يتلخص بما يلي: –
- موقعها المتمركز وسط العراق مما يؤدي الى سهولة نقل المواد من و الى باقي محافظات العراق مما يوفر تكاليف لوجستية عديدة ، بالاضافة الى ان قربها من مصفى كربلاء يؤدي الى توفر معضم المواد الخام التي تحتاجها المصانع مباشرة من المصفى او من الانابيب الستراتيجية قرب المصفى او الوحدات العاملة داخل المصفى.
- بعد المدينة الصناعية عن المدن وهذا يعني تقليل معدل التلوّث والضوضاء، حيث تم وتخطيطٍ مسبقٍ بكيفية التخلص من النفايات والدخان لعدم إحداث الضرر بالبيئة.
- تتميز المدينة من الناحية العمرانية بالبعد عن مركز مدينة كربلاء نسبياً وقربها للخط الستراتيجي وكذلك توفر المساحة الكافية للمدينة الصناعية والتي تقدر بـ (5300 دونم) إضافة الى عدم إستغلال الأراضي المجاورة للمدينة لأي مشاريع أخرى مما يعني إمكانية التوسع في هذه المدينة لإستيعاب كافة المصانع الخاصة بالقطاع الصناعي والنفطي كذلك إن الأرض لم تستخدم سابقاً وهذا يعني إستخدمها دون الحاجة الى إزالة منشآت قد شيدت سابقاً و إمكانية التصميم على النحو الذي يرغب به المستثمر و عدم وجود تكاليف أو تأخير زمني في الأزاحة أو التصميم لواقع حال.
- المواصلات، وسائل النقل من الأمور المهمّة حيث سهولة النقل من وإلى المصانع اذ أنّ بعض الصناعات بحاجةٍ لنقلٍ خاصٍ لمنتجاتها وبما إن موقع المدينة في وسط العراق مما يعني سهولة نقل منتجاتها لكافة المحافظات إضافة الى إن الطريق الإستراتيجي الرابط قرب المدينة وسيقوم المستثمر بانشاء كافة الطرق الداخلية الفرعية و ربطها بالطرق الرئيسية.
- توفير وحدات الطاقة المركزية سواء كانت غازية أم كهربائية وغيرها من أشكال الطاقة يتم ايصالها الى كافة المصانع و حسب رغبة ومتطلبات المستهلك.
- سيقوم مطور المدينة الصناعية حسب قانون المدن الصناعية بعمل اسس متكاملة جاهزة لبناء اي مصنع حيث ستقوم بتوفير كافة البنى التحتية من ماء و طاقة و مستودعات و طرق نقل وبالطرق الاصولية و بموافقات من الجهات المعنية كل ذلك يوفر لصاحب المصنع تكاليف ووقت وجهد وسيجعل العمل يجري بسهولة و انسيابية.
- توفر المواد الاولية الخام محليا ، يعتمد انشاء هذه المدينة الصناعية على حقيقة توفر المواد الاولية الخام الغير مستغلة حاليا و المتوفرة في مصفى كربلاء النفطي ولايتم استغلالها بصورة صحيحة بل ضياعها و بالتالي ضياع موارد مادية وفيرة يمكن ان تعود على البلد و على الاقتصاد الكربلائي بفائدة كبيرة ، و سيتم الاتفاق مع مصفى كربلاء بشراء هذه المواد مباشرة و التي ستكون مبالغها مدعومة من قبل الدولة وخزنها في المستودعات التابعة للمدينة الصناعية و من ثم توزيعها على المصانع وذلك سيوفر للمصانع التابعة للمدينة الصناعية ليس فقط كلفة استيراد ونقل المواد من الخارج بل الواقع بان مبالغ هذه المواد الاولية مدعومة من قبل الدولة و يقل سعرها عن المواد المستوردة بمبلغ لا يقل عن 30% وحسب الاسعار المعتمدة في وزارة النفط العراقية.
- تكون منتجات المدينة الصناعية وحسب قانون المدن الصناعية مسجلة وفق قانون حماية المنتج اي انه لا يمكن استيراد المواد المصنعة في المدينة الصناعية او فرض عليها قيمة حماية منتج و تكون نسبة مثل فرضاً (50%) تضاف الى سعر المنتج المستورد مما يخلق سوق مناسب وفرصة ممتازة للمنتجات المنتجة في المدينة الصناعية وتوفير مشتري دائم وخصوصا دوائر و شركات وزارة النفط اضافة الى الشركات و المصانع المحلية الحكومية و الخاصة.
- توفير المياه المعالجة والصالحة للاغراض الصناعية اضافة الى مياه الاسالة و مياه الشرب.
- توفر العمالة البشرية تعتبر مدينة كربلاء غنية بالكثافة السكانية حيث حصلت على المرتبة السابعة في احصائيات عام 2016 من حيث عدد السكان مما يعني توفر مختلف المؤهلات من العمالة البشرية من عمال و مهندسين و كفاءات اخرى من الممكن ان تحتاجها المدينة الصناعية اضافة الى ان مشروع المدينة الصناعية مشروع ضخم و منفرد في المنطقة مما يجعله جاذب للايدي العاملة من مختلف البلاد.
- توفر المدينة الصناعية مرونة عالية في كمية الاختيارات المتاحة بالنسبة للمصانع فيمكن تقسيم المساحات حسب احتياج صاحب المصنع سواء مساحة صغيرة ام كبيرة مما يجعل المستثمر غير مقيد وعدم تحمله تكاليف اضافية.
- ان توفير الخدمات وعدم تحمل صاحب المصنع لها و امكانية الحصول عليها بمبلغ شهري يوفر له سيولة مالية كبيرة في ما اذا تحملها في بادئ الامر ودفعة واحدة ، اي ان توفر مثلا الطاقة الكهربائية بمبلغ شهري وحسب الاستغلال لكل مصنع يوفر على المصنع تكاليف وحدات التوليد واعمال النصب و التشغيل .. الخ. وجميع الامور المتعلقة بالموضوع ، وهذا كمثال ينطبق على جميع الخدمات المقدمة.
- تحتوي المدينة الصناعية على كافة المباني الادارية و المنشأت التي تحتاجها المصانع من حيث مخازن ، مستودعات ، مواقف سيارات ، مطاعم ، مباني سكنية … الخ.
- اضافة الى كونها بيئة امنة مجهزة بمنظومات المراقبة الامنية الازمة و كل ما يتطلب من امر.
