عبارات كثيرة يستخدمها العراقيون في أحاديثهم اليومية تتكوّن من كلمتين لها دلالات قوية .. الكلمة الأولى لها معنى واضح والكلمة الثانية ليس لها معنى وإنّما جاءت كصدى للكلمة الأولى .. ومن هذه العبارات المستخدمة عبارة ( سلّم بلّم ) التي هي عنوان مقالنا لهذا اليوم .. والحقيقة أنّي لم أجد تعبيرا أكثر دلالة وعمقا للتعبير عن المفاوضات العقيمة الجارية بين الحكومة الاتحادية وحكومة الإقليم حول حصّة الإقليم من الموازنة غير تعبير ( سلّم بلّم ) وربّما هو مشابه من حيث المعنى لشعار ( إسلم تسلم ) الذي رفعه المسلمون في فتوحاتهم الإسلامية .. مفاوضات الحكومة الاتحادية مع وفد حكومة الإقليم يمكن أن يطلق عليها ( مفاوضات الطرشان ) .. جاء الوفد الكردي .. ذهب الوفد الكردي .. التقى الوفد الكردي .. ناقش الوفد الكردي .. قبل الوفد الكردي .. رفض الوفد الكردي .. وعلى هل الرّنة طحينج ناعم .. بينما يمكن للحكومة الاتحادية أن تنهي هذه المهزلة بكلمتين لا غيرها .. سلّم بلّم .. سلّموا كافة موارد الإقليم كما تفعل البصرة وباقي محافظات العراق إلى الحكومة الاتحادية يكون للإقليم حصّة في الموازنة .. هذا إذا ما أردنا تحقيق العدالة بين أبناء الشعب الواحد .. فالبصرة لن تكون بعد اليوم بقرة العراق الحلوب التي تعطي الحليب وتأخذ العلف ..
قرات اليوم خبرا يقول أنّ حكومة محافظة السليمانية قرّرت تسليم كلّ مواردها للحكومة الاتحادية من أجل حل كافة المشاكل مع الحكومة الاتحادية وإنهاء معاناة الأهالي .. وقبل التعليق هذا الخبر , أتمنى لحكومة أربيل أن تسلك ذات الطريق الذي قرّرته حكومة السليمانية , وتعود لحضن الوطن العراقي وتسقط وللأبد أحلام العصافير بالانفصال وتحقيق حلم الدولة المستقلّة .. فخيرات العراق لا يفرّط بها حكيم وعاقل .. ونحن لا نطالب حكومة الإقليم بأكثر ما تقدّمه البصرة أو المحافظات الأخرى .. فكما تسلّم البصرة كلّ النفط المنتج إلى الحكومة الاتحادية وكلّ الموارد المالية الأخرى المتأتية من الضرائب والرسوم والمنافذ الحدودية وموارد الميناء , ينبغي على حكومة الإقليم هي الأخرى أن تسلّم كل النفط والغاز المنتج وكلّ الموارد المالية الأخرى للحكومة الاتحادية .. وهذه المرّة عملا بمبدأ سلّم بلّم .. فالتلسيم قبل التبليم .. فتجارب الأعوام السابقة مع حكومة الإقليم لن تتكرر مرّة أخرى .. أمّا إذا أرادت حكومة مسعود بارزاني الاستمرار بذات الطريق الذي سارت عليه في الأعوام السابقة اعتمادا على فرضية أنّ أخو عماد سيوافق صاغرا على الدفع كما وافق الذين حكموا قبله .. فأقول لمسعود وأبنه المحروس وأبن أخيه .. لا تعتمدوا على هذه الفرضية , وذلك لسبب بسيط , أنّ العراقيين جالسون على فوهة بركان , وإذا ما انفجر هذا البركان لن يصمد أمامه شيء هذه المرة , خصوصا أنّ لعبة خيم ( السيبندية ) التي ضحكوا بها على ذقون الفقراء والمحرومين لن تتكرر .. فلا سبيل للإقليم للخلاص من هذه المعمعة سوى سبيل .. سلّم بلّم ..
