البرلمان العراقي يبدي موقفا من اتفاق سنجار ويؤكد الادارة المشتركة بـ3 ملفات

رحّب النائب الثاني لرئيس البرلمان العراقي بشير الحداد، يوم السبت، بالاتفاق بين الحكومة الاتحادية وحكومة إقليم كوردستان لتطبيع الأوضاع في قضاء سنجار بمحافظة نينوى.
وقال الحداد في بيان له : إن “الاتفاق جاء بعد متواصلة وسلسلة من الحوارات واللقاءات والمفاوضات المستمرة بين المسؤولين في الإقليم والمركز”، موضحا أن “الاتفاق الذي أبرم بين بغداد وأربيل حول (سنجار) يساهم بشكل مباشر في الإسراع بعودة العوائل النازحة إلى أراضيهم وديارهم وتأمين الاستقرار في مناطقهم”.
وأشار الحداد إلى “أهمية الإدارة المشتركة في الملف الأمني والجانب الإداري والخدمي وتأهيل البنى التحتية لإعادة الحـياة الطبيعية وتعمير ما دمر بسبب الحرب ضد داعش الإرهابي”، مشيدا بـ”دعم ومساندة بعثة الأمم المتحدة لهذا الاتفاق الذي تم بحضور رئيس الوزراء مصطفى الكاظمي مساء أمس”.
وتابع أن “الاتفاق هو بداية مبشرة ويمهد الطريق لحل المشاكل في المناطق المتنازع عليها في عموم العراق”.
وتوصلت بغداد وأربيل أمس الجمعة إلى اتفاق لتطبيع الأوضاع في سنجار ينص على إدارة القضاء من النواحي الإدارية والأمنية والخدمية بشكل مشترك.
وكان تنظيم داعش قد اجتاح قضاء سنجار عام ٢٠١٤ وارتكب مجزرة بحق سكانها، قبل أن تستعيده قوات البيشمركة في العام التالي.
إلا أن الجيش العراقي مسنوداً بالحشد الشعبي اجتاح المنطقة جراء التوتر بين الإقليم والحكومة الاتحادية على خلفية استفتاء الاستقلال عام 2017.
وقامت السلطات العراقية بتنصيب مسؤولين جدد في القضاء مكان المسؤولين المنتخبين الذين انسحبوا من المنطقة إلى محافظة دهوك عند تقدم القوات العراقية.
وتوجد حالياً حكومتان محليتان لسنجار، إحداها تم تعيينها من سلطات الحكومة الاتحادية، والثانية هي الحكومة المنتخبة والتي تقوم بتسيير أعمالها من محافظة دهوك.
كما شكل حزب العمال الكوردستاني المناهض لأنقرة فصيلا مواليا له هناك باسم “وحدات حماية سنجار” ويتلقى رواتب من الحكومة العراقية كفصيل تحت مظلة الحشد الشعبي.
ويرفض العمال الكوردستاني دعوات متكررة من إقليم كوردستان بمغادرة المنطقة التي تتعرض لهجمات تركية بين الحين والآخر، وهو ما يعيق عودة عشرات آلاف النازحين الايزيديين إلى منازلهم.
والاتفاق الجديد سيعالج مسألة إزدواجية الإدارة، كما أن الكاظمي شدد على حرص بغداد على خلو سنجار من الجماعات المسلحة سواء الداخلية أو الوافدة من خارج البلاد، في إشارة إلى حزب العمال الكوردستاني.
