تبدأ معظم المشاريع الواعدة بفكرة بسيطة، ثم تكبر بمرور الوقت، حتى إذا وجدت الظروف الملائمة لها أصبحت مشروعاً ينفع الناس. .
تعود هذه الفكرة لرئيس المهندسين (محمد الشاوي) وهو من خبراء الموانئ العراقية. .
فالمسافة من قطر إلى البصرة (952 كم)، والمسافة من البصرة إلى تركيا (932 كم)، وبالتالي فان المسافة الإجمالية في حدود (2000) كم تقريبا، وهي ليست بالمسافة الطويلة اذا ما قورنت بخط أنابيب غاز (الصين – آسيا الوسطى) الذي يبلغ طوله 4.000 كم، أو بخط أنابيب الغاز (يمال-أوروبا) الذي يمر عبر روسيا، بلاروسيا، بولندا، وألمانيا. ويصل طوله إلى 4.107 كم. أو خط أنابيب شرق سيبريا – المحيط الهادي الذي يبلغ طوله 4.700 كم. ثم ان تكاليف التنفيذ ستتحملها دولة قطر بالكامل بعد التفاهم معها على رسوم النقل العابر (الترانزيت)، والتي ستصل إلى أرقام فلكية تعود علينا بالخير والنفع والفائدة، ولكي تتضح الصورة نذكر ان أوكرانيا وحدها كانت تستوفي ثلاثة مليارات دولار سنوياً من رسوم نقل الغاز الروسي عبر أراضيها. والشيء بالشيء يُذكر ان ألمانيا أعربت عن عدم رضاهم عن رسوم ترانزيت الغاز الروسي عبر أوكرانيا، الأمر الذي اضطرها للتنسيق مع روسيا في البحث عن مسارات أرخص لضخ الغاز من دون المرور باوكرانيا. فولدت فكرة خط (نورد ستريم 2) أو (nord stream 2) الذي يبلغ طوله 1200 كيلومتر تحت مياه البحر. .
في ضوء ما تقدم: ما الذي يمنعنا من طرح فكرة المشروع على دولة قطر لنقل الغاز إلى أوروبا عبر الصحراء العراقية، مقابل استيفاء رسوم النقل العابر (الترانزيت) بعد ان وصلنا إلى طريق مسدود في بيع واستثمار الغاز العراقي الذي تحول إلى ألعاب نارية ومحروقات يومية هائلة لتدفئة اجواءنا في عز الصيف، والاسهام في توسيع رقعة الاحتباس الحراري. ولعل مشروع غاز السيبة في البصرة من أهم المشاريع الضائعة، حيث لم تظهر له أي نتائج ملموسة، ولا نعلم عنه شيئاً حتى الآن. .
