ولد الشاعر في مدينة الكاظمية في بغداد عام 1915م، درس في مدرسة الفيصلية الابتدائية ( الكرخ حاليا ) حتى عام 1928، حيث فصل لمشاركته في الانتفاضة الشعبية ضد زيارة البير موند لبغداد ، أعتقل مع من أعتقل من معلمين وطلبة ، وصدرت ضدهم أحكام متباينة ، رفض الملك فيصل الأول توقيعها ، ووضع هامشا يقول ، (لقد أكتفينا بفصلهم من مدارسهم وأعمالهم) ، بعد ذلك أعيد الطلبة وبعض المدرسين إلى مقاعدهم الدراسية ، لكن سيف الدين ولائي لم يكن ضمن المشمولين بالإعادة، وهو أحد مؤسسي الإذاعة العراقية في قصر الزهور عام 1936م، توفي الشاعر ودفن في دمشق عام 1984م.
سيف الدين ولائي كافأه الوطن باقتلاعه من جذوره العراقية العميقة، وطوح به بعيدا، على حدود إيران، باعتباره من التبعية الإيرانية، ولأنه لا يعرف شيئا من الفارسية، وليس له في إيران أهل ولا أقارب ولا حبايب، فقد ألقيَ به فردا عاديا بين آلاف المهجرين الأبرياء، في خيمة عارية على الحدود.
فلم يجد سيف الدين ولائي غير أن يرحل عن إيران إلى السيدة زينب في دمشق، ليقضي آخر أيامه، غارقا في كآبة مطبقة، لا يبارح سريره، ولا يستقبل أحدا، ولا يكلم حتى نفسه، ودمعه يتراقص على أجفانه، صباح مساء.
وحين زارته مذيعة عراقية من إحدى إذاعات المعارضة، في الثمانينيات، وحاولت استدراجه لحديث إذاعي رفض، ولاذ بصمته المطبق ولم يرد عليها بشيء. وحين سألته عما يريد، لم يُجب، وحين ألحت عليه نطق بثلاث كلمات لا غير، قال لها:
