الموازنة الثلاثية ستمضي بعون الله تعالى هذا اليوم رغم كل الصعوبات
والتحديات التي واجهتها .. وسيمضي معها قطار البناء والتنمية الموعود ، وآمالنا جميعا تتجه صوب هذا القطار .. ولا شّك عندي أبدا وبالمطلق بنوايا دولة رئيس الوزراء السوداني بالمضي قدما في قيادة البلد نحو التقدم والإزدهار ، ( محمدنا خوش محمد ونعرفه حق المعرفة عاجنيه و خابزيه بدينا ) ، لكن أقولها وبصراحة الموضوع لا يتعلق بنوايا وعزم محمدنا في السير بالبلد إلى جادة البناء والتقدم والازدهار في كافة المجالات الاقتصادية والخدمية والعمرانية ، وإنّما بالجهاز الإداري الذي سيحوّل هذه الآمال والتطلعات إلى واقع على الأرض ، ولو سألني أحد هل أنت مقتنع بهذا الجهاز الإداري وتعوّل عليه تحقيق عملية تنموية شاملة ؟؟ سأقولها وبكل ثقة كلا وكلا وكلا ، بهذا الجهاز الإداري المترّهل والبيروقراطي لا نستطيع أن نمضي قيد أنملة بهذه الطموحات الكبيرة والعظيمة ولن يتحقق أي منها ما لم يتوّلى أبناء البلد المخلصين إدارة هذه الثورة التنموية الشاملة .. لست متشائما ولكن في نفس الوقت لست متفائلا مع الجهاز الإداري الحالي للدولة .. أخي وحبيبي دولة الرئيس أنت بحاجة ماسّة لتغيرات كبيرة في جهاز الدولة الإداري ، قبل الشروع بتنفيذ طريق التنمية وأي طريق آخر للبناء والتقدّم ، الآماني وحدها لا تكفي ما لم تكن هنالك أدوات وطنية مخلصة للتنفيذ ..
