تعددت المصطلحات السياسية هذه الأيام بين الصوملة والبلقنة واللبننة والقبرصة في الأدبيات السياسية التي تتناول التخبط بكل ما يحمله من تشتت وضياع وتخلف وانهيار. .
فالصوملة نسبة إلى الصومال. والبلقنة، نسبة إلى البلقان. واللبننة، نسبة إلى لبنان. والقبرصة، نسبة إلى قبرص. وهذا مربط الفرس. وذلك بسبب القواسم المشتركة بين العراق وقبرص، ففي العراق حكومتان وعلمان ومجلسان للنواب. وفيه دعوات سياسية متصاعدة لعزله عن العالم تمثلت بالحملات الرافضة لمشاريع النقل الدولي العابر، على الرغم من الموقع الاستراتيجي الذي ينفرد به العراق وسط القارات الثلاث. .
ولا ندري حتى الآن ما الذي يريده الداعمون للشاحنات والرافضون للقاطرات ؟. ولماذ لا ترتفع احتجاجاتهم ضد المعابر الحدودية المفتوحة على مصاريعها لطرق النقل البري، بينما يقفون بالضد بوجه مشاريع شبكات الربط السككي بذريعة الدفاع عن ميناء الفاو. متجاهلين البلدان التي لديها موانئ تفوق ميناء الفاو بعشرات المرات. فالامارات تمتلك 12 منفذاً بحرياً تجارياً، عدا عن موانئها النفطية، ومع ذلك نجدها في طليعة البلدان المرتبطة بشبكة قطار الخليج وشبكة القطار العربي المتوسطي. وتمتلك السعودية عشرة موانئ كبرى موزعة بين الخليج العربي والبحر الاحمر لكنها مرتبطة بثلاث شبكات لخطوط السكك، هي: قطار الخليج، وقطار الحرمين، والقطار العربي المتوسطي. ولم نسمع انها تباكت على مستقبل موانئها. وتمتلك إيران عشرات الموانئ النفطية والتجارية على امتداد سواحلها التي يزيد طولها على 3000 كم. لكنها مرتبط بشبكة ( ITI ) للتواصل السككي مع تركيا والباكستان، ومرتبطة سككيا مع البلدان الاوراسوية. .
نحن لا نطالب هنا بالربط السككي مع دول الجوار، فقد انتهى كل شيء وفقدنا كل الفرص لاستثمار موقعنا الاستراتيجي، وضاعت علينا فرص تعظيم مواردنا المالية من رسوم الترانزيت. ومن ينظر الآن إلى المحيط الخارجي للعراق سيشاهد بأم عينه كيف ابتعدت الخطوط والمسارات عن شرقنا وغربنا. وكيف ظل العراق متقبرصا متقرفصاً منكمشاً متقوقعا على نفسه، بعد ان تقطعت به سبل التواصل. .
لكننا نريد ان نستفهم ونستوضح ونستفسر ونتعلم من (الخبراء) الذين كانوا وراء التثقيف الخاطئ ضد كل المشاريع. تارة تحت شعار: كلا لسوريا، وتارة تحت شعار: كلا للاردن. أو بشعارات: كلا لإيران، وكلا للسعودية، وكلا لتركيا، وكلا للكويت. . وكلا كلا كلا كلا الى ما لا نهاية من الكلات. حتى اصبحنا نقف وحدنا فوق أرضنا المتقبرصة. .
ما نريد ان نفهمه ونستوعبه وندركه. هو لماذا تسببتم بحرمان العراق من فرص استيفاء رسوم النقل العابر ؟. ولماذا جعلتم العراق خارج خطوط النقل العالمية ؟. واين هي دراسات الجدوى التي اعتمدتم عليها في تصعيد مواقفكم الرافضة لكل المشاريع ؟. وهل اختصاصاتكم تسمح لكم بالتحدث عن المشاريع التي لا تفهمون عنها شيئا ؟. .
لقد بدأ الشعب العراقي يشعر بالملل والضجر، ويستشعر هبوب رياح القبرصة، خصوصا بعد نشر مقررات قمة العشرين المنعقدة في الهند، وما اسفرت عنه من مشاريع عملاقة للتواصل السككي والبحري والبري بين أوروبا وآسيا. .
